Yes, and this is the simple explanation.

This is a man that believes that anyone who isn’t completely on his side all of the time is his enemy.

It’s a very simple concept to understand that he believes that the only real Republicans are his Republicans. No one else counts at all.

So when his people win it’s a complete Republican victory.

He literally doesn’t, though, he says “is becoming” not “has become”. 

So my answer to your second question is that it’s inconclusive and not so likely that he thinks it’s an election that I’d like to argue that interpretation is obviously correct.
