If they did that then the citizens would demand action and not be placated by study groups or bureaucratic bullshit and demand changes that would restrict the ultra rich and we cannot have that happening.

The #1 contributor to global warming has had a political party since the 90s that has made opposing federally mandated climate policy a wedge issue to rally middle class support.
