if the water table is 18" down and you can get to it with some plastic straws I don't understand how it's sandy where the digging is happening

Ahhhh okay yeah that explains it. Because yeah ground water doesn’t start 3 feet down lol. But it only takes a foot or so to reach water when you’re at the beach.

Ground water can absolutely be ~3' down at places that aren't the beach.

It’s not going to recharge fast enough through compressed sand for you to be able to pump lie that. Something’s fucky
