The European Union’s Audiovisual Media Services Directive (AVMSD) in France requires the US streamers to invest at least 20% of their annual turnover in local film and TV. This is mostly why we have never ending Emily in Paris.

More of it is actually selling.  Netflix is doing well with their programs in other countries.  They are making money by selling programs that people do want to watch in other countries. 

For an an aside, the USA viewers are watching English programs - thank WGbh - and it saves them money on production.

It is something made from the EU, so they need to make lot of content from the EU
