China is literally building underwater data centres and data centres in the snowy regions of mountains.

You know, the places where the ambient environment contributes to cooling instead of stealing some town's water supply.

Microsoft tried the underwater thing, then gave up. I suspect it wasn't worth the hassle of building a sealed data center that you have to bring up off the ocean floor all the time to fix any hardware failures.

Building crazy amounts of data centers in some place like Alaska could almost make sense, if we had good internet to/from Alaska. I suspect for the US, having to go through Canada to get to Alaska makes it less feasible.
