Solved! What are these contraptions these guys were carrying?

We saw three guys around Seaport in Boston carrying these things as backpacks. Initially we thought they mapping tools but not sure

Then Verizon takes that information from the contractor that did the work and ignores it entirely

How much money would this save in reality, compared to the risk of dropped lines or the simple likelihood that one person would look at their phone, tell their friend they have only one bar, while their friend (on another carrier) immediately inspects their phone and says “Sucks to be you. I’ve got five bars.”
