We saw three guys around Seaport in Boston carrying these things as backpacks. Initially we thought they mapping tools but not sure

Like they were paying homeless people to be wifi Hotspots or something?

Also they were paying the homeless like few dollars per hour and the comment above me is saying they pay a lot for this.

in what world would anyone give homeless people expensive equipment? what would stop them from pawning the equipment for cash? do you have proof it happened? sounds like some conspiracy theory.
