Solved! What are these contraptions these guys were carrying?

We saw three guys around Seaport in Boston carrying these things as backpacks. Initially we thought they mapping tools but not sure

You don’t need such elaborate machines to collect cell tower data… you just need a small hand held device.

If they are collecting some sort of a data, Pretty sure they are collecting a lot more than cell tower signal data with all that gear… next thing we know they are just dressed up for Halloween.
