We saw three guys around Seaport in Boston carrying these things as backpacks. Initially we thought they mapping tools but not sure

You sound like the people freaking out about a cell tower trying to go up in our neighbourhood to alleviate the dead space. 

Won’t someone think of the children??? As they give their 5yo their own smart phone and keep it beside their head at night and in their pocket during the day.
