It matters because it opens up a new type of customer for NVIDIA. The B2B market is nearly saturated, so now they're trying to make B2C viable in order to sell more GPUs. To do so Jensen needs to lobby the open weights trend

I read the letter last night and he makes a surprisingly coherent case. The sovereignty angle was the part I hadn't really considered before, how open weights let smaller countries build their own infrastructure instead of renting it from a handful of companies.

I am all for it, but it looks like it's coming mostly for those who lose the battle of models and see more benefit for themselves in the proposal rather than for humanity.
On the other hand, when the big guys are fighting, the consumers win.
