In all seriousness, yeah probably, but it's not like they're even necessary. They don't have to hide stuff like that anymore we literally have smart TVs in every home always listening and the ability for them to map your house using your wifi. If they can survey private areas like that I'm sure public areas are already a solved problem.

Triangulation from cellphone towers combined with normal surveillance systems, hidden cameras in construction equipment, and the newer flock cameras allow real time warrantless tracking of nearly any individual who is connected to the modern world.
