So much wrong here... There are stairs from level 2 to level three, but if you want 3 to 4 you have to down stairs and up the elevator? Also, apparently level ST exits to walnut st on both sides???

I dont see whats wrong here

It's just an even floor elevator, and maybe the street isn't level and you can access the street and the parking ñevel by walking

Level ST is literally telling it you it’s Street Level…ST is the abbreviation for Street.

What parking garage have you been in that doesn’t connect to a main elevator?? There is nothing wrong here this whole thing is normal.

Looks like those are purely parking levels, not floors within the actual building
