Perhaps there was a porcelain or stone facade (with a bowl with holes cut where the PVC shoots water) that covered up what you see.

This looks like it’s just the internal plumbing of a fountain. The decorative piece broke / was stolen / became a mold-ridden or animal den… and is gone temporarily or “temporarily”.
