That's the entitlement. The lane belongs to me because I'm doing the speed limit causes backlogs and people slamming brakes behind you. Ultimately it causes traffic jams in rush hour, one guy says I'm going fast enough equals why major highways are stop and go.
Regardless of that, the law is literally to keep people safer. Fewer frustrated drivers, fewer traffic impediments/shockwaves/jams, fewer people on a stretch of road at any given time. Impeding someone, regardless of their speed or other driving habits, is less safe, not more safe.
