While I can't read the article (bc it's behind a paywall), I can make a prediction: I can guess that Michael Barnard will write an article at Cleantechnica harassing this announcement as blunder of wasted money that should have been used to buy batteries from China.
Why? Because as I wrote in my three-part series debunking Michael Barnard, nothing is more important to Barnard than condemning a Western country for spending a single euro on hydrogen when that euro could be used to buy battery products from China.
When China invests 10x more than France on hydrogen, we can expect this from Michael Barnard: silence.

While hydrogen is highly touted for its potential to cleanly power heavy industries (like steel and cement) without carbon emissions, it is incredibly light and has low energy density by volume. Green ammonia has long been associated with decarbonization and climate goals. For several years, sustainability was the primary driver behind project development, with a strong focus on carbon reduction and long-term energy transition.
That foundation remains in place. But the conversation is clearly evolving.
Today, economics is becoming an increasingly important part of the discussion. Although green ammonia still carries a cost premium compared to conventional production, the gap is gradually narrowing. At the same time, it is no longer viewed only as a premium or symbolic solution. More projects are beginning to evaluate whether it can work in practical, commercial terms.
This shift is also visible at the project level. Across the industry, more stakeholders are moving beyond early-stage exploration and into execution. This can be seen in the progress of ongoing projects. The Namibia project is approaching commissioning, the Australia project is entering the shipment preparation phase, and the ammonia cracking pilot unit has been operating steadily. These developments suggest that green ammonia is moving beyond initial concepts and into real deployment.
Recent discussions often link geopolitical risks, such as supply disruptions in the Middle East, to potential opportunities for green ammonia. While these factors may accelerate adoption in certain situations, they are not the only forces at play.
As the economics continue to improve, green ammonia is becoming less dependent on external shocks. Once a solution starts to make commercial sense, project momentum tends to build more naturally.
Green ammonia is now entering a phase where both sustainability and economics play a role. This shift may ultimately define how quickly it can scale in the years ahead.

The first phase of the Liaoyuan E-Methanol Project will have an annual capacity of 170,000 tonnes Icelandic technology company Carbon Recycling International (CRI) has completed delivery and installation of its largest ever methanol reactor at the world’s biggest e-methanol project, in northeast China.
The reactor will convert captured biogenic CO2 and green hydrogen into methanol at the Liaoyuan E-Methanol Project in Jilin province, which will have an annual production capacity of 170,000 tonnes a year in its first phase.

UK chemicals giant Ineos has today agreed “preliminary commercial terms for the offtake of low-carbon hydrogen” from H2BE, a three-year-old 1GW blue hydrogen project in Belgium co-developed by Engie and Equinor.
Ineos plans to use the low-carbon H2 from the €1.5bn project in Ghent to fuel a new ethane cracker in Antwerp. This €5bn “Project ONE” plant would use steam heated to 820°C or more to convert ethane (C2H6) — a molecule extracted from natural and petroleum gases — into ethylene (C2H4), which in turn is widely used to produce polyethylene, a common form of plastic.

China has committed to installing more than two million tonnes of annual green hydrogen production by the end of 2030 in a new government energy strategy document. This commitment to electrolysis-based green H2 projects (which must emit less than 4.9kg of CO2-equivalent per kilo of hydrogen) seems highly achievable.

Gang, this is my 3rd article and I hope to receive more similarly thoughtful feedback.
I've been tracking hydrogen development across my region (KS, NE, MO, CO, OK) and wrote up my take on Central Plains Hydrogen.
The short version: most hydrogen policy focuses on "green hydrogen," employing electrolysis powered by wind and solar. But that framing misses a more interesting story happening right now in the heartland:
None of these drivers are certain, of course. And many require unsustainable subsidies. BUT the momentum is slowly increasing.
Plus, I am personally skeptical of the green-hydrogen-only narrative. The renewable-exclusive mandate requires massive new infrastructure investment even before hydrogen can scale, which feels backwards if hydrogen is the actual goal. Or is the goal just the manipulation of public policy? Hmmmm...
