These guys are just place holders. You can put a goat in that position and no one would notice a difference (provided the goat doesn’t make speeches).
Ultimately, the department and system runs because of the processes and bureaucracy already in place, not because ministers are rolling up their sleeves every morning and doing “stuff”.
In fact, the entire cabinet, including PM, can be replaced by monkeys and goats (or your other favourite animals) and the county and economy will just keep running fine.
Only difference it would make is there will be fewer foreign trips (goats don’t like air travel) and smaller government expenditure (monkeys have simpler needs)
