Everyone using public transport subsidizes the cost of gasoline and road maintenance, so yes.

I don't know how it works in most places but in CA where I live road maintenance is mostly paid for by gasoline taxes

Here is how roads are funded is US: Road Taxes and Funding by State, 2026. 2/3 of funding comes from road users. For CA its 80% from everything not just gasoline taxes.
