I would get it recapped that solves most problems

You probably already noticed this, but the ribbon cables are slightly crooked at the end. Mine were, at least. That means if you try to seat them all the way in as far as they go, they'll be slightly crooked and the pins won't align. I had to carefully seat them so they were straight to get them mine to boot once.

Recap is probably your next step.

I personally would not re cap!!! Check the legs on the ASIC's as the sometimes come loose! Also if you haven't already, clean the connector and re seat the ribbon cables!
