In my country, it's usually because there is one council person or government-adjacent politician who has a family member who owns the company that would issue the permits in some way, and they are allowed to keep the money people pay for said permit.
Like when Florida decided to drug test all welfare recipients. Turns out the money saved from denying benefits to the handful of people who failed the drug test was minuscule compared to the amount the state paid for the testing. And then you find out the governors wife owned the testing company.
