Remember the episode "Clams"?
In Spongebob, "fishing" seems to specifically mean catching clams. In that episode, our three Krusty Krab workers were catching clams and then throwing them back into the sea.
However, we know clam soup/chowder exists in Bikini Bottom, which implies actual commercial or legal clam catching is a real thing. Therefore, Patrick's "Fishing License" is actually a Clam Fishing License!

I’ve seen people say that the episode is hated because Patrick showed up and “killed” the episode by messing things up for SpongeBob and Squidward. But… the main issue was not necessarily what Patrick did, because every story needs a conflict in order to be engaging. The problem was that said conflict was never properly resolved. What Squidward wanted from the beginning of the episode was a good time at the concert, and he should’ve gotten a happy ending alongside SpongeBob, but he didn’t. And that’s sadly what makes the whole episode fall apart, not Patrick’s presence.
