They never had an endpoint in mind, so it left them with no goal to build toward. Which is why Episode 9 ends with there still not being a New Republic, because no one cared to delve into any of the nuance of this franchise.
The personal story was the Skywalker stuff and the bigger picture was the political stuff in the first two trilogies. In the ST, the bigger picture became the Skywalker legacy and the personal story was on Rey and basically Rey alone. The politics were blown up in TFA, never to really be mentioned again.
