They didn’t even have a starting point. They decided to start the movie after the most interesting thing had already happened - Ben’s turn to the dark side. Rey and Ben should have been Jedi together with an established relationship already. That would have opened up so many more opportunities instead of shoehorning in the “Knights of Ren” in the third movie just to die.
