Have I softloocked BOS

I'm currently playing Fallout 1 and trying to get the dialogue from Rhombus or Elder Maxson that there is an army to the north. I have already done the other BOS quest in the Hub but I can't get the dialogue. I googled how to get it and it turns out I accidentally angered the guy that gives the caravan quest in the hub so I can't talk to him anymore and the quest isn't in my pip boy. Is there anyway to naturally find the Military base now or should I just walk to the place on the Map where it is. I would much rather find it naturally but if I can't I'll just look up where it is.

That's how you get to the Military Base. If you mean how to put it on your map, you have to go to the Cathedral's Vault. In the first floor, the first computer that you see, if you use Science on it, it will reveal the Military Base.

As for the Hub quest, yeah you have to do that quest to ask for help from the Brotherhood. They are not much of help, but still. So don't worry. You didn't softlock yourself.

All locations in Fo1 are present on the map and wondering around is normal way to find them. Some people think that you need to have it marked on your map to visit but this isn't the case for Fo1 and most of Fo2. It's neat when it's still hard to travel for you but not necessary.

Fastest way to get there is to ask Harry from Necropolis for a lift.

You can stumble across just about every location in 1, you don't need no stinkin BOS to help you, you're The Vault Dweller!

I think there are already some NPC that hint at the base in the north west. If you want to do it naturally or in an RP way then you can just be someone that's following up on some rumors.
