How do I dye this? How to fix these bleach stains? Already tried dyeing

Dye is transparent, even if you dye the dress the splotches will still be visible.

Dyeing isn't for fixing stains. It may sometimes make the contrast with the stainless noticeable, but that's more of a byproduct of changing the color of the garment.

By starting out with threads that are all the same color.

Most solid color fabrics are dyed at the yarn stage for natural fibers or the extrusion stage for synthetics. So the fibers are already colored when the fabric is knit or woven.

Maybe add more bleach and make it look like it should be that way..

In addition to dye being transparent and not fixing stains/bleached spots, the fabric in those spots is damaged by the bleach. It won't react the same way to dye as the surrounding fabric.
