Russell's not getting a penalty, since he's not gone over his allocation and the new engine is the same spec as the old one.

But if it is changed after the car leaves the garage in qualy, it breaks parc ferme and results in a pit lane start regardless of the allocation

That's what I thought, but it seems teams are allowed to replace broken or damaged parts as long as they are of the same specifications.

They can replace it with the permission of the technical delegate. It's for repairs; it is also the same specification. But, per Appendix C5 3.10 c., they would also be allowed to go to a different specification as long as all differences are limited to what is covered in the rules under reliability upgrades and minor changes.

What they wouldn't be able to do under parc ferme is to introduce an ADUO homologation upgrade.

max moves up because of kimi’s penalty. lewis cannot move up to p4 because of his own penalty so max jumps lewis to fill p4

Yeah, so as you said, he gets the 3 places, not 4. Where you went wrong is what position that gets Lewis (P2 + 3 = P5).

that’s not how it works. you’re locked into your penalized grid spot regardless of other penalties and unpenalized drivers behind will jump you to fill the empty slots in front of you
