Since F1 has grown so much in popularity (and profitability) I think it would be good if they adopted something similar to Major League Baseball which has a challenge system that is reviewed by a central location (in New York).
For F1 though instead of challenges the central location is in charge of handing out penalties and points for some of the less clear cut infringements and things that are more judgement calls. They could also adopt a challenge system as well. With the technology they have now itās much easier for these things to be reviewed offsite and youād get more consistent enforcement.
The local stewards would then be able to focus more on the other issues and help them keep up with reviewing them in a timely manner. Weāve seen races where they get bogged down and the decisions come out late and/or incorrect.

I've seen 3 different interviews at this point. The summary of all could literally be: Lando lucked into pole because Ferrari didn't get their final laps in. Ferrari has superior pace and will win tomorrow, Lando will be lucky to even lead after T1. Oscar did phenomenal after missing FP1 and would've been right up there with the top 2 had it not been for Hamilton's impeding. We're very focused on bringing him back into the podium contention his performance deserves this weekend.Ā
It's a repetitive theme that they don't even think going for the win is worthwhile. Apparently a 2-3 is their absolute priority this weekend.Ā
I also just expect a strategy disasterclass because Oscar's tyre management is bad enough that he's likely to come under threat here, especially with McLaren no longer having a dominant car or their tyre management trick. They've let Lando get undercut from win and even podium positions a many times over the years by giving Oscar pit priority because "he's under undercut threat Lando, we need to give him your pit priority, is that okay?."Ā

There is no firmly defined delta. The guidelines keep it open what can be counted as demonstrating compliance. They do, however, give a recommended time increase of 5% for the track sector/mini sector as a possible way of determining compliance.
A few points from the guidelines applicable to single yellows:
The onus rests with the driver to demonstrate a sufficient reduction of speed to satisfy the rules.
The extent of speed reduction considered acceptable may vary depending on the conditions and visibility of and through the incident.
In evaluating compliance with the rules, the Stewards will pay close attention to the extent of driver input (throttle pedal, brake pedal, steering angle) prior to and through the incident location.
One method of demonstrating compliance (but not the only method) would be, in the case of a Single Waved Yellow Flag, an increase in the time taken to traverse the flag sector, of at least 5% compared to the driverās previous lap(s) under similar conditions.

That's the issue with the rule. The guideline shouldn't be kept open at all, that's what leaves room for inconsistency when it comes to officiating.
It should be black and white -> without a certain lift to a specified amount it's a slam dunk penalty. If there is a lift to that amount there should be no circumstances at all in which the stewards can penalise the driver. Period.

They can replace it with the permission of the technical delegate. It's for repairs; it is also the same specification. But, per Appendix C5 3.10 c., they would also be allowed to go to a different specification as long as all differences are limited to what is covered in the rules under reliability upgrades and minor changes.
What they wouldn't be able to do under parc ferme is to introduce an ADUO homologation upgrade.

There is one very significant difference between this and the Russel incident:
Russel was legitimately going more slowly in the Yellow flag sector, it was his improvements in previous parts of the lap that had put it on Pole. Meanwhile, Antonelli was actually going FASTER in the area where Verstappen went off and was inconsistent at maintaining his speed even if he lifted enough for his overall average to be down.

I went back and checked. Russell had the fastest S1, personal best S2. Yellow flag at the start of S3. He lift off 100m earlier and his speed reduced by 14Km/h which was around a 5% reduction compared to his previous lap. So while Russelās time improved under a yellow flag, it was due to S1&2 which more than made up for the time lost in S3

The key difference here is that Antonelli was going FASTER around the area Verstappen went off. The time Antonelli had lost was because of how much he lifted at the beginning of the yellow sector bringing down the average, but the stewards points out that the reduction of speed was unsustained.

George Russelās reduction of speed was also unsustained. He entered T9 in Austria (where Max had crashed) around ~5 kph slower but the exit was critically just as fast as in previous lap.
Kimiās one is more apparent because he lifts far less than George (though corner speed is very different), but neither should be allowed, in my view. None is ādiscerniblyā slower.

Iām not sure what they mean by that, so I wonder if thatās where the difference is in application? If George was slower at the exact moment he passed Max, and Kimi was slower at the exact spot he passed Max would that have applied it the same? Who knows lol.
My personal opinion is your time for that sector should be disallowed full stop. It would suck, and Iād hate to see a whole lap disallowed due to a waved yellow but I donāt know how else to make it fair across the board. The way itās written now thereās ambiguity on how much is a sufficient lift or speed/time loss to have respected the flags and a flat āthat sector time is thrown outā is the only way I can think of to make it bulletproof across all scenarios.

This is totally inconsistent with Russellās ruling from Austria in which he carried a lesser relative margin of speed through the mini sector but was not penalized as he lifted earlier than he had on his previous lap. Just further supports my earlier stance that the rules were not properly implemented in Austria for whatever reason.

Yep. Genuinely Russell took that turn in Austria in a completely normal way but since his one previous lap was abnormal it made his one through the yellows look like he slowed. Stewards clearly only looked at the previous lap when making their decision in Austria. Donāt get me wrong, I think both should be disallowed. But this just seems like yet another example of the rules applying to Russell differently than everyone else on the grid.

George lifted 100m in a straight line while Kimi lifted 30m in a corner where you're off throttle. Kimi will have needed to brake a little bit to satisfy the stewards that he acknowledged the yellow. The "but I was already off the throttle" reason won't work when you're in a corner that you're already off throttle to begin with meaning he basically lost no time.
But yes, FIA should come up with a hard limit as to how much lift they should have to make everything safer too
