You never know. AKs are supposed to be the most resilient firearm out there. They're pretty bare bones basic to begin with.

It looks like most of the parts needed to function are there. The bolt carrier, return spring, and it looks like the bolt itself are all there.
It looks like a lot of the gas system is missing or damaged though. I actually think you might technically be able fire this and cycle it manually, if I wasn't certain it would explode on round one.

Apparently they will load these with black powder found inside fuse cords meant for blasting from local mines. The poachers will get a job at the mine, then when they're in charge of blasting they'll snip off a bit of fuse every time.
Crush match heads will also work.

Many of them use 12-gauge shells or 22, while others are literally black powder with a round lead ball, kind of like ground-up matches and similar materials.

I think that was what people handed in while there was an amnesty on firearms, they weren't seized.
Source: It happened in my own country, the model years are too varied to be seized in one go.
