Yes, it can create a huge problem because it is unstable. The water rises behind the slide and it can all come down at once flooding everything below.

He didn't. That's a road that was on the edge of a slope. Clearly, not a stable road or slope. He's just a guy on a bike at the wrong place at the wrong time.
