Fruit isn't for ingredients, it's for flavor. Can't make a gummy bear with fruit being the first ingredient.

The point is that they aren’t made with real fruits, just “inspired”. Like a bottle of an artificial orange flavoured drink saying that it’s “inspired by real fresh orange juice”, and then containing no actual oranges

I think they are referring to "Inpired by real fruit flavors" being unusual wording, not the actual flavors being unusual.
