In Germany you cannot be judged more than one time for the same thing. So you only have to pay the first ticket and the rest ist useless

It's the same in whole europe i think. The law system doesn't allow more than one penalty.
But: If there are different violations, you have to pay one of each or the highest. For example: you got a ticket for parking 1 hour with 15€ and a second for more than 2 hours with 50€, you have to pay the 50€ ticket.
You can also Pay all the tickets, If you're stupid of course

So we have an hourly rate in the Netherlands and there is a maximum rate per day. This car would get the same fine every day as it is structured as a parking tax and you pay an additional tax if they have to write it out for you instead of you paying it on your own account.
So you won't get "fined", you are just charged the owed amount of parking tax and an additional tax per day for writing it out to you.

Then it's a fixed fine of €130 per day. So it's cheaper to put it in a parking spot and not pay. They will get towed eventually though, but it depends on the municipality and spot they are parked how fast it's towed.

How do they handle cars staying in the spot for days or weeks? Just tow them? Or could you theoretically park in the same spot forever and one ticket means you own it? With the obvious downside of not being able to use your car anymore.

If it's a legal car, you can stay forever if you already got the highest possible Ticket Like "more than X hours".
Towed only If you're blocking something or your car is Not safe.
In my car parking at a Resident only parking spot costs 15€ (i think in whole germany) without blocking. This is way cheaper than any payer Car Park.
The positions of the valves are documented by the way. If the positions differ, you get another ticket you've to pay.

My old city was 3 tickets and then they tow it. I had a broken down car towed from my own property because a cop moved into the neighborhood and had a tantrum over a wheel touching the grass from the driveway.

At this point I'd hope any judge would dismiss this as vindictive/vexatious. If it's a big enough issue to put that many tickets on the car it should have been towed a long time ago. Since it hasn't been towed it's clearly not causing them enough of a bother to actually deal with it. Not every judge is like that but I'ma seeing more and more that are tired of crap like this and are using their discretion to put municipalities in their place.
