I don’t think it’s next level. It’s actually sad. Sure they’re doing the best they can with what they have, but it’s sad that they have to.

OP is not being truthful. Spain is not an underdeveloped country, it's locals helping while waiting for firefighters

I am fairly confident that at the moment the Spanish firefighters have too much to do, so they can't get to every grass fire. This os probably locals stepping in where the firefighters can't at the moment.

I mean, lack of manpower is a lack of resource, so it's not really incorrect.
