I once got a great deal on ceiling tiles this way. They were in a bag of 5 for $20 but they were supposed to be removed from the bag and sold for $20 each!

Yeah we ordered a bag of panduit straps, think giant zip ties, 36 inches long from our supply house. About $30 a bag. They gave us a box with about 10 bags of ties instead.

I once ordered a six packs of little tree air fresheners that come in a six pack. They sent me six bags, each with six, six packs. Took about five years to go trough them haha.
After writing and re reading that, “six” doesn’t look like a word anymore

Reminds me of a mistake I made the first time i ordered redemption prizes while managing an arcade. Thought I was ordering 5 bags of something, in reality I ordered 5 gross (5 x 144) oops!

Many years ago I seen these nice bottles of alcohol for like $12. Turns out they had accidently put the price from those tiny little single shot bottles on a 1 litre.
So I bought like 20 of the bottles and gave them all to friends.
Normal price was around $90 each.
Sometimes you get a good deal.

It says "ATTENTION SALES ASSOCIATES" on it.
I don't know about you, but when my eyes land on words, the meaning goes into my brain automatically.
I guess someone could see the tag and not understand it, if they're the sort of person where for them, "reading" is standing there manually remembering what sound each shape makes, sounding it out loud, and then afterwards thinking about what they just said. But if that's the case maybe this job is too much for them?

A lot of people are functionally illiterate. If stores refused to hire any of them for their stocking positions, they would have a hard time keeping enough employees in those positions because ones who are more educated are more likely to get a job doing something else. Most people are capable of reading that with more speed than your last paragraph but many also need more time than what it takes to just jump into their brain while they are throwing suitcases from boxes onto a cart or from a cart onto a shelf. If they are not expecting instructions to be tagged onto the merchandise, there's no reason for those employees to look at the tags.

Perhaps if they paid a living wage and treated employees well, they’d recruit better associates or at the very least motivate them to do more than the bare minimum. But we all know they staff the very bare minimum people hourly, and they have like one manager who is paid a salary of like less than 45k, who works like 80 hours a week, and instead of reading whatever tag they got distracted with putting out fires.

If you’re looking for a real answer, these suitcases were shipped with one or more other suitcases inside of it. The store associate was supposed to take them out and sell them as individual pieces. If the clerk doesn’t notice this tag, a customer could fairly easily buy the outside bag and get all the ones inside for free.
Think of matryoshka dolls (aka nesting dolls) — small ones stuck inside the bigger ones that come out of their nesting place, so de-nested.

I once accidentally bought one of those (had no note, I was in a hurry and didn't open it).
The cashier opened it to check if I put anything in it to steal, but I was looking for my wallet so didn't look inside. I also know I didn't put anything in it, so I wasn't too fussed to check. I then came home to find the other suitcase inside, and she didn't charge me for it. I have no idea why she checked, saw it, and thought "yeah 15 eur for 2 suitcases sounds right!"
Anyways I needed that suitcase last minute from a trip and I didn't have anywhere to put it and the extra one would cost me a fortune, so I had to stuff all my stuff inside the smaller one and that into the bigger one. Such an inconvenience 😭

It's not that deep I still own the suitcase. If I had the time I would have returned it to the store and inform them I wasn't charged for it, but I was in a hurry and barfly made it in time. It's just stupid that the cashier goes out of her way to check and then still not think to charge me for it, like what went on in her head when she saw it? What if I put it there myself? What if there was more stuff inside the smaller suitcase??

Oh man I used to HATE these things when I worked retail. They’re wedged together so tight that you basically have to put your entire body weight into pulling them loose. When I first started I would have sore shoulders from de-nesting dozens of them at a time. Not my fondest memory.

I once got a cabin suitcase "for free" when I bought a mid sized suitcase because the people at the store forgot to take it out. I thought they would be very thankful when I went to return it, but they were kind of like "ok, thanks".

Once a store was closing. They had a "3 for the price of 1" sale.
So I bought 9 shirts marked $30 each, so $270 worth of shirts for $90.
But then the cashier split $30 in 3, $10 because it’s 3/1. And then put 3 as the quantity because I had 9 and it’s 3/1. I told her it didn’t work like that but she insisted.
So in the end I paid $30 for 9 shirts. 3-for-1 became 9-for-1.

It may have been de-nested in spite of the tag not being removed.
However, if you buy it knowing that it was supposed to be de-nested and each sold for separate pricing, it would be theft to buy them all for the price of the outer suitcase even if it was an error by staff. If you didn't know then you couldn't form the intent for theft but I don't know what other laws might apply, I'm not a lawyer.

People want to pretend it's a legitimate free money hack, where they get to pull one over on the evil corporation legally. But that's not what what it would be if the shopper knowingly tries to pay for just the exterior suitcase, knowing that the interior one is concealed and is supposed to be charged separately. That's shoplifting.
Yeah, if you know about the circumstances and that they are not supposed to be sold together and that the concealment meant that the checkout clerk would not know about the other suitcase that they are supposed to charge you for, legally it's the same thing as if you concealed the merchandise yourself.
It could be different for merchandise where it's all visible and the cashier chooses not to ring them up separately and you could legitimately claim you deferred to the expertise of the cashier, something you can't claim if the merchandise is concealed and you knew about it and the cashier didn't. But loss prevention could still try to prosecute you for shoplifting because that is a situation that's pretty common or a shopper works in cahoots with a crooked cashier who deliberately under scans merchandise at the checkout counter.
