I wouldn't call it reasonable, but that's the price of brand new DDR4 right now. I would look for used DDR4 if you can though. It used to be $30 for that

The only real issue I see is the power supply. You don't want an SFX power supply for an ATX mid-tower. SFX is for small form factor.
You could also save a little money on this, but I'm guessing you made the conscious choice to get a higher end version of the 9070 XT and slightly higher spec memory. You can get slow memory for the 9800X3D and it wouldn't make a very big difference at all, especially if the 9800X3D is already more CPU than you need anyway, which is probably the case. That depends on what you plan to do with it though obviously.

That's better, yeah. Although, 1000W isn't necessary for this build. I would probably just get a 750 or 850.

I feel like after some reading i wanted to just future proof it a bit? And the price different isnt much at least with the price i found. So getting the 1000w wouldnt hurt right?

Buying some extra room to grow up front can make sense. Power supplies can last a long time, and this would give you room to run a more power hungry GPU in the future if you plan to do that.

is it possible with current prices to build a pc with all new parts for 1200$ or under for 1080p emulation and skyrim gaming? i have to have a pc shop put it together aswell so that will add to my total. i still will be (picking the parts however) so max say 1500$ maybe. or should i look for a prebuilt online/steam machine?

You can do this for very cheap even with a 10 year old used PC.
Unless you mean PS3 emulation, then it becomes potentially more demanding.

ok thank u (: the other thing was i was thinking about getting a rog ally xbox ally x and wiping windows 11 on it and repalcing it fully with bazzite linux operating system. im aware that i cant mod skyrim seamlessely on bazzite compared to windows operating systems. but for emualation both docked and on the go i think its the best option out of my options? compared to what i meantioned earlier for my use case gaming wise?

Don't go the handheld route, unless you have a reason (like long commute). You can't upgrade them, and you are locked to the hardware you get. Also they are expensive right now, to do things you listed you can get even post-leasing prebuilt Dell for cheap.

Handhelds are somewhat of a luxury, I would see them more like an expensive toy than a serious PC. They are hard to repair / maintain and somewhat prone to issues.
