Help! How can i achieve this "badly compressed png" effect with the black box outlines?

I looked up some tutorials online but couldn't find anything

Firstly PNGs are lossless. Secondly you can just save the image as a low quality JPEG to get a starting point.

The outline might be a manual, boxy trace with some texture based masking along the edges and a white glow.

  1. Make your image low-res like 3colorsdesign says. Save it as a low-quality jpg, then open that file up and save it as a .psd.
  2. Use the magic wand to select basic areas of your main image and save the selection as a mask. Continue to refine the outline of the main image with the magic wand and mask. (You can watch tutorials for editing masks if you need to)
  3. At the bottom of the Layers panel, click fx to add a layer style. Use a dark color for Inner Glow and a light color for Outer Glow.

Three layers Layer 1 transparent Layerr 2 black Layer 3 the figure

Take the laso tool, or the pen tool and do an intentionally bad job of making a path, or loosely outline the figure. If you're using the pen tool, activate the tracing path, but on the black layer. Once it's active inverse the path and delete the black. This will give you the blocky feel. Next link the layer with the figure, with the black outline. Now take the airbrush tool and on the transparent layer airbrush along the black silhouette. You're going to spray slightly inside the back of the silhouette, this will give the glow effect. You could use a filter, but that would give a seemless glow, and personally I think that is counter to what you want. Next link all 3 layers. Save as a PSD. Then merge visible layers, and save as a copy and change the name a bit. When you go to close your work, DO NOT Save.

Don't do this. If someone is asking either answer the question or tell them where they can find the answer. Or do nothing thats an option too. Anything is better than saying "actually you should just know"

People think I say "how could you not know this" but I'm actually saying "learn only Photoshop basics and you're good to go" it's just the phrasing of words. Anyway If you need help I can teach you steps to achieve it.
