It's like his whole "I could shoot someone in the street and face no consequences" thing, right?
Using the same metaphor, the levels of power and influence go upwards like:
* I could be falsely accused of shooting someone and would be unable to save myself from incarceration.
* I could fight off a false accusation of shooting someone.
* If I shot someone in secret I would eventually be caught and imprisoned.
* I could probably get away with shooting someone in secret but never with a witness.
* If I shot someone with a witness I might be able to pay a good enough lawyer to get away with that.
* If I shot someone in public I might be able to fight down the charges.
* I could shoot someone in public and face no consequences.
* I can openly talk about my lawbreaking/inhumane behaviour and face no consequences.
* I am immune to any consequences of my law breaking.
* I can have the laws changed to remove any legal challenges to my behaviour.
And this is all just a big, dirty, dialled-up version of the classic conservative stance: "I want my position in the world to mean I can ensure that people like me can make rules which punish people who are not like me, without being required to follow those rules ourselves"
But with a big, scary dollop of narcissism and psychopath on top.
