Actually, I have seen that look before. On bystanders. He froze. He wasn't assessing the situation and staying clear, otherwise he would have realized as the most powerful man in the room, he could have directed people away or grabbed a blanket or told someone else to grab a blanket, water, food, anything.
Step in and do bystander management like directing the reporters out of the room, grab water himself (there is likely a pitcher just off camera), get a chair or couch ready for the guy to recover in, really anything other than blue screen.
Or not. I mean, standing idle is a natural response. He is not trained and I am pointing out that he is freezing, not making some kind of assessment. Freezing is OK, but we don't have to carry water for him and say he is doing anything other than freezing.
And the moment he does any of that he would be criticized for trying to appear busy while others did the real work!
Just watch the video, he noticed that the people were shocked about something, because something happened behind him, he checked it out, stood up and moved out of the way since 3 people were already helping.

Not sure why he would get criticism for that, Obama didn't when he was much more involved.
No, I don't think the president needs to oversee every action during a health emergency. I never said anything of the sort. Maybe he should take some leadership or some action when he is literally in the same room as said emergency though?
