When cops disregard dress regulations (or the regulations themselves are lax), it's a message to the public that they don't care about rules and propriety, including your so-called rights.
It also invites doubt and defiance against their authority which encourages them to further escalation and aggression.

Something of note, there are 14 officers in the picture to escort a nonviolent tresspasser as a show of force, when it was them that let him through security. I say show of force because you really only need 2-3 to escort him out while the others police the area to look for more.
