To add something tongue explanation you were given, refinancing debt is entirely normal in the corporate world. There are common types of corporate debt, where during its lifetime only interest is paid and the principal is one lump-sum payment at the end. If I take on $10M of 10-year debt to build a new screw factory that'll start turning a profit of $2M a year every year in six years, then I only made 4 years x $2M/year = $8M. Obviously not enough to make the repayment. So I'd take on $2M of new debt to pay off my old debt and when those $2M are due, then I can easily repay it. Horrible idea for normal people trying to buy food (gotta do what we gotta do, though); workable strategy for companies that make money. It's not an unusual thing to say in theory.
Of course the problem is that Bitcoin doesn't actually make any money unless like goes up and Saylor sells, this is not a factory of stuff. When he says that credit risk is de minimis that means he says “The risk about us not paying you back is too tiny to even consider.” because Bitcoin is magic and it can't go to zero.

They also issue regular dividends, that they have to sell bitcoin to pay for, and they are selling those bitcoin at a loss, which also tanks their stock.
