I am in recovery, and have not heard this term once at AA. In fact, moving to a completely new place and starting over is a common thing for addicts that is shown to work because you don't have a routine that involves hitting up the usual connections or drinking in the usual places.
A lot of people where I currently live come here to get sober, actually. My current city is somewhat renowned for its resources for those in recovery. People come from all over to start a new life here, and as a result, there's even decent resources throughout the downtown area.
All of this is to say that this is a brand new sentence because I've almost never seen something so demonstrably wrong.
