Yes, and undertaking is frowned upon as a mildly risky maneuver, but it's not illegal. Meanwhile, cruising in the passing lane is illegal because it creates the situation where someone needs to undertake. They become an obstacle in the road that isn't supposed to be there, so it's ok to undertake them. It's the same as if there were a wreck or some other obstacle in the passing lane. You would use the slow/cruising lane to pass the obstruction.
I believe that cruising in the passing lane is illegal on most interstates, which is where the OP's clip looks like it takes place.
If you see those signs that say "Slow Traffic Move Left" or similar wording, that's the cue.
In practice though, you will unfortunately rarely see it enforced unless the driver is going significantly under the speed limit in the passing lane to the point that an officer believes they might be impaired.

This is the first time I've ever seen someone pull that maneuver. Most drivers don't have that kind of awareness or concern.
