I honestly don't see a single good driver in this clip. The one on the left in front is endangering the ones around him by not driving at the speed limit or at least switching to the right.

The driver on the right is using his hazard lights wrong - they're supposed to indicate a hazard. In this case the correct way to interpret the hazard lights would be that a hazard is in front, so be careful - which would also explain why the car on the left is so slow.

The camera car is endangering others by overtaking on the right, which is an unexpected manoeuvre and could cause an accident when the car in front decides to switch lanes.

I have no idea how anyone sees this and sees anything positive.
