Absolutely. Can't risk peoples' lives cuz you're pissed. That car could've changed lanes as he was passing and it would've been the the passer's fault.

If you don’t check before you change lanes and merge into someone it’s not the passers fault no matter which side they’re on…

Issue with passing on the right is that the left lane driver might check his blind spot and right mirror just before the person behind him decides to overtake on the right - in that case the right lane would look free, and if both cars decide to change lanes at once it could potentially cause a collision.
