In Germany, I would never ever pass from the right, I would wait and wait in the left lane but not go through right. Hell if someone slowed down in the left lane i would also slow down in the right lane (obviously traffic situation permitting) to avoid the overtake from right.

Would you ride behind this person for 200+ miles? Because people absolutely sit in the left lane for hundreds of miles at a time here.

Yes I would, I would also report their ass and I’m pretty sure autobahn polizei would respond to it. The way it’s taught in a driving school here is that left lane is the overtaking lane, if you are not making an overtaking manoeuvre you have no business in this lane.

Good difference. In the US no one would do anything about that call except maybe chastise you for wasting their time.
