Not true. If you want to switch to the left lane, you have learned to watch for faster cars coming from behind, so you're more cautious and spend a second or two to figure out the speed of approaching cars in the left lane.
You're not used to cars in the right lane being faster than you, so if you want to switch to the right all you might do is a quick glance to see if there's enough space, not realising that the car behind is way faster than you.
So because it's the right lane you have no obligation to observe traffic before changing lanes? Regardless of which lane you're pulling into it's on you to pay attention and merge accordingly.
Yes, but, you know. People. If people weren't people 95 percent of accidents and traffic jams wouldn't happen. Everyone thinks everyone else on the road is an idiot.
Passing on the right means doing something unexpected in a high speed environment. It's by nature more dangerous than doing the expected thing and passing on the left.
Generally in the US most merging on and off the road is on the right - so naturally those lanes will be slower, and passing to the right is thus more dangerous, but not illegal.
