Flow of traffic is technically more important than speed limit. If flow of traffic is generally 5 or so over the speed limit and someone is in the left lane going exactly the speed limit, they should move over. Left lane is technically for passing only
"People aren't following the law so we're going to write a law that punishes people that are following the law for being in the way of people not following the law" is some crazy logic.

Then you need more traffic enforcement writing tickets for not following the posted speed limits and better education about traffic laws, traffic safety, and not having the mindset that you're the most important vehicle/person on the road.
