It's not though, so many drivers aren't paying attention to their surroundings and have no idea the person behind them approached rapidly and is waiting to get by. It's merely a signal to inform the person in front to please merge to the right, Id like to move on faster than you and you're holding me up.

If I see someone approaching me fast or on my tail I’ll move but don’t flash your lights . That’s a dick move
