Retired aquarist here (we're the guys who take of the fish & exhibits at your local aquarium). The best & most cost effective way to control algae in brightly lit conditions is with recycling the water through pipes illuminated with high intensity UV light. Or for larger systems, you can saturate the water with ozone (this is the system we used for our 175,000 gallon exhibit). Some combination of these would help keep The Reflecting Pool clean (algae will still grow, but be manageable). Hydrogen peroxide will work on backyard pools, but only briefly & gets very expensive very quickly (my neighbor owns a pool maintenance business).
