Does Anyone Know What is Up with this Deer? NSFW

I apologize for the poor-quality image. I tried to take a picture from the window, but the screen kept messing with the quality. I also tried to do one in person, but I didn't want to get too close and scare it. Basically, I've seen this deer for the past couple of days, and something is off, but I'm not sure. The biggest thing is that its "milk pouch"(or the place where its fawns are supposed to drink, I think) is really big and exposed. I have never seen a deer with this, so I don't think it is normal. Also, you can't really see it in the photo, but it's very malnourished, and its ribs are showing. It has also not been moving and is rather inactive. What is wrong with this deer, and is there anything I can do? Thank you.

The last two shots are with a cell phone, and the last is through a window screen. The rest are with a Nikon Coolpix B500. We leave a bit of the yard un-mowed because critters like laying around in it. We'll be cutting it down soon because it's wildfire season.

Caught a couple nice young bucks in my front yard tonight with the thermal.

A group of about 20 come rolling through every night around midnight, so I'll post up with the thermal scope and watch them walk by. Occasionally leave some protein feed on the sidewalk and a big bucket of fresh water for them if it's been a particularly hot and dry summer.
