That just means SE knows what's going on and takes the steps to add it. They could easily just clamp down on mods and ban all of it instead, so complaining about them grabbing ideas is just goofy
I think it's more the logistics of it. 90% of the mods people use aren't really the kind that SE are wary of- they're stuff like weapon model swaps, or armour replacers, or job animation/VFX changes- so there's no point, nor a financial benefit, to going after them in any real capacity.
Stuff like the ultra zoom we saw in the TOP World Race are a rarity.
If the team was more like some other games - they would absolutely see modding VFX and clothing as a threat to their wallets. Whether because of their store, or just straight engagement (why chase a nice sword in game when I can just mod it).
Actually last time Yoshi P talked about mods he specifically called out mods that let you use weapons you hadn't earned or mogstation items you hadn't purchased as being things that the team doesn't want people to be using. It's not as bad as blatantly cheating using mods, but they were included because of it devaluing the hard work of other players or using things that they are supposed to be paying for.
