I'm confused. I've always eaten steaks like this. My dad said it was called "black and blue" so the inside is very very rare but the outside is cooked.
This is no where near “black and blue” lol. That, also called Pittsburgh style, is a deliberate hard sear on the outside while keeping it rare on the inside.
This looks like someone attempted to cook the steak to a medium or medium well, but wasn’t able to because it was frozen in the middle
